The Bloomington Township Public Water District (District) is a water utility with 1,071 customers.  The District purchases water from the City of Bloomington (City).  The District's largest expense is the purchase of water, and the majority of the District's revenue comes from water sales.

In 2024, the City adopted a three-year plan to increase water rates after thirteen (13) years without an increase.  This plan increased water rates by over one hundred percent.  At the end of the the three years, water rates will be tied to the CPI - WST, (Consumer Price Index - Water, Sewer & Trash Collection Services).

This District has attempted to ease the impact of these rate increases.  As the third increase will impact the District on May 1st, it has become apparent a new rate structure is needed.  As a water utility, the plan is to implement a service availability charge and a water usage rate.  Effective with the May billing, the service availability charge will be $25.00 and the water usage rate will be $17.22 per 1,000 gallons (.01722 per gallon).  The water usage rate is a twenty percent increase over the current rate of $14.35 per 1,000 gallons.

The District believes revenue from water sales must cover the cost to purchase water and the District's net operating cost.
